GEO Group Inc. — The Boca Raton-based operator of detention and correctional facilities said the state of California cancelled contracts to house low-level state offenders at three of its facilities. As part of a restructuring, California is expected to delegate tens of thousands of low-level state offenders to local county jurisdictions effective Oct. 1. As a result, the state won’t need to house the offenders at a 305-bed GEO facility effective Sept. 30, and at 643-bed and 625-bed GEO facilities effective Nov. 30. GEO said it is marketing the facilities to local county agencies in California, which are already at or above their capacities and will now be responsible for housing the low-level state offenders. Delta Air Lines may drop flying in 24 small cities
MINNEAPOLIS (AP) — Delta Air Lines is shrinking its flying to small cities in the nation’s midsection, saying it can’t make money on flights that are sometimes completely empty.
Delta said Friday its move would affect 24 cities, many of which are not served by any other airline. There’s a risk they could lose air service altogether, although some of the routes are likely to be taken over by regional airlines. And Delta said it will ask for a federal subsidy to keep some of the flights.
The affected flights connect Delta’s hubs to small cities in Iowa, Michigan, Minnesota, Mississippi, Montana, North Dakota, and South Dakota.
Most of the affected flights are on Delta’s 34-seat Saab turboprops, which it is phasing out by the end of this year. H
Geithner: “We’re Running Out Of Time”
Treasury Secretary Tim Geithner said Thursday “we’re running out of time,” to act on raising the debt limit.
After meeting with Senate Democrats, Geithner said he has concluded that he has “no way to give Congress more time to solve this problem.”
“We have to stand together and send a definitive signal that we are going to make good on our obligations,” he said.
Senate Majority Leader Harry Reid (D-NV) added that Geithner told his caucus that August 2 is the deadline to.
“We can’t wait until then, we need to make a deal before then,” adding ”we’re already feeling consequences.”

Investors rush out of stock mutual funds in June
BOSTON (AP) — Mutual fund investors last month made their biggest retreat from stocks since the bull market began more than two years ago.
A net $17.3 billion was withdrawn from stock funds in June, while bond funds attracted new cash for the fifth consecutive month, industry consultant Strategic Insight said on Thursday.
It was the biggest monthly flow out of stock funds since March 2009, when stocks hit bottom after the financial crisis. Net withdrawals totaled more than $20 billion that month.
Last month’s withdrawals came as the Standard & Poor’s 500 stock index fell 1.7 percent amid a spate of disappointing jobs and manufacturing news suggesting the economic recovery may be stalling. S

A FEW years ago, a new buzz phrase became popular in the public sector: “participatory budgeting”.
It expressed the aspiration to engage communities to a far greater degree in the process that decided where and how public funds were to be spent in their communities. In its simplest form, it’s a pretty straightforward concept.
